While they’re doing this do you think they could force cat owners to insure against their cats pooping on my garden?

When I heard that story on the radio this morning, I initially thought they were suggesting chipping and neutering the owners of fighting/trophy dogs.
Which I thought was possibly a valid option, certainly for the chavidiots round by me with bit aggressive dogs.

Actually, as facetious (heheheh) as your post may be, there’s a certain amount of logic there. I seem to recall dog and cat poop contains quite a lot of nasty stuff which hangs around long after its been picked up.
For those of us who grow food in the garden, or have small kids who play on the lawn, cat poop is a real problem, potentially on a par with the risk of being nipped by next door’s Sheltie.

A good way to stop cats pooing in your yard is to get some lion manure from your nearest zoo. Spread that in your garden and the local moggies will steer well clear because from the scent they’ll get an image of what left the scent

Citrus peel is another good tip for keeping cats out of your garden (or indeed having your own cat, but I can see how that could defeat the object!)

I don’t know about cats but I was having problems with a squirrel who seemed to think it funny to dig up newly planted specimens. Someone advised me to sprinkle chilli flakes or curry powder around prized specimens. It works!
